Coronavirus poses unprecedented challenges to societies across the globe. The legislative response in the UK was to fast track emergency legislation – the Coronavirus Act 2020 (in force from 25 March). Alongside that are the vitally important Health Protection (Coronavirus, Restrictions) (England) Regulations 2020 brought into force the next day. Their combined effects have drastic impacts on every aspect of daily life. In the criminal justice context these range from extensive new police powers, new criminal offences, and radical new court procedures for virtual hearings. There are clear human rights implications, with ECHR arts 5, 6, 8, 9 and 11 being potentially engaged. The range of issues raised is vast, and only a brief overview of some of them can be offered here.
